Am 24. März 2000 jährt sich der Tag, an dem die NATO unter der Führung der USA und unter der Teilnahme von weiteren 18 Mitgliedsstaaten die Bundesrepublik Jugoslawien unter Bruch der Charta der Vereinten Nationen und aller Grundnormen des internationalen Rechts brutal und heimtückisch. überfallen hat. Unter dem Vorwand, Menschenrechte zu schützen, haben die Aggressoren das Leben von Millionen Menschen bedroht und ihre elementarsten Menschenrechte missachtet.

78 Tage und Nächte lang bombardierte die NATO mit einer gewaltigen Luftarmada Städte und Dörfer, erschlug und verstümmelte Tausende von Frauen, Männern und Kindern, zerstörte große Teile der Infrastruktur sowie der industriellen Basis Jugoslawiens, vergiftete die Umwelt und warf das Land um viele Jahre in seiner Entwicklung zurück.

Mit ihren Terrorangriffen auf zivile Ziele, auf Krankenhäuser, Schulen, Wohngebäude, Fernsehstationen und -verstärker, auf Chemiebetriebe, Elektro- und Heizkraftwerke sowie mit dem Einsatz von international geächteten Waffen, darunter 156 Container mit rund 35.000 Streubomben sowie radioaktive Uran-Munition, hat die NATO auf das Gröbste selbst gegen das sogenannte Kriegsrecht verstoßen.

Der langfristig geplante und bis ins Detail vorbereitete Angriff, die barbarische Kriegsführung und die der Aggression nachfolgende Entwicklung in Kosovo und Metohien - die Drangsalierung, Ermordung und Vertreibung der nichtalbanischen Bevölkerung sowie der Albaner, die sich nicht der UCK unterwarfen, unter den Augen der NATO-Einheiten innerhalb der KFOR-Truppen - widerlegen alle Behauptungen, die NATO habe den Krieg aus humanitären Erwägungen heraus geführt. Ziel des Krieges war der Krieg selbst, um dem UN-Sicherheitsrat zu entmachten, das Völkerrecht der Gleichberechtigten durch das Faustrecht der Stärkeren abzulösen und die den Weltfrieden bedrohende neue NATO-Strategie zu erproben und durchzusetzen.

Der Angriffskrieg und die Kriegsverbrechen der NATO dürfen nicht ungesühnt bleiben - um der Verhinderung neuerlicher Kriegsabenteuer, um des Friedens willen. Diesem Ziel dienen die internationalen Tribunale, die wir am 2 und 3. Juni in Berlin und am 10. Juni 2000 in New York durchführen werden Wir wollen dazu beitragen, dass die Wahrheit über den Krieg verbreitet wird und die für ihn verantwortlichen zivilen und militärischen Führer der USA, Deutschlands, Großbritanniens und der anderen NATO-Staaten zur Rechenschaft gezogen werden. Es darf nicht zugelassen werden, dass die Wahrheit verborgen und die am Krieg Schuldigen ungestraft bleiben.

Die NATO hat den Menschen in Jugoslawien unermeßliches Leid, Not und Elend gebracht. Allein durch die Zerstörung von Industrie- und anderen Wirtschaftsobjekten verloren 600.000 Menschen ihren Arbeitsplatz und damit weitere 2,5 Millionen ihre Existenzgrundlage. Im Ergebnis der Vertreibungen aus dem Kosovo hat sich, bei einer Einwohnerzahl von 10 Millionen, die Zahl der Flüchtlinge in Serbien auf rund eine Million erhöht. Unter einem durch Sanktionen und Kriegszerstörungen verursachten enormen Defizit an Medikamenten und medizinischen Geräten leiden vor allem alte und chronisch kranke Menschen sowie die Kriegstraumatisierten, unter letzteren über 300.000 Kinder. Die Sterblichkeitsrate ist in die Höhe geschnellt. Im Gefolge des Krieges ringt im Herzen Europas die Bevölkerung eines Landes, das sich im Zweiten Weltkrieg bekanntlich in einem heldenmütigen, opfer- und letztlich siegreichen Kampf der deutschen Wehrmacht entgegengestellt hat, um ihre Existenz.

Statt in dieser Situation umgehend wenigstens humanitäre Hilfe zu leisten - von Entschädigungs- und Wiedergutmachungsverpflichtungen einmal ganz abgesehen - halten die NATO-Führer, die sich während der Aggression als Menschenrechtskrieger gebärdeten, die ein ganzes Volk würgenden Sanktionen aufrecht. Mehr noch: Mit der Forderung nach dem Sturz der gegenwärtigen Regierung als Voraussetzung für eine Lockerung der Sanktionen - eine in Europa nach 1945 nicht registrierte völkerrechtswidrige Einmischung in die inneren Angelegenheiten eines souveränen Staates - wird ein ganzes Volk zur Geisel gemacht, werden alle Gebote der Nächstenliebe und Menschlichkeit missachtet. Zugleich werden neue Konflikte in Jugoslawien geschürt und seine territoriale Integrität bedroht.

Angesichts dieses, in anderen, verdeckten Formen fortgesetzten Krieges gegen die Bundesrepublik Jugoslawien fordern wir von den NATO-Staaten mit Nachdruck, die völker- und menschenrechtswidrigen Sanktionen umgehend aufzuheben, die Einmischung in die inneren Angelegenheiten und die Diskriminierung Jugoslawiens in den internationalen Beziehungen ohne Verzug zu beenden, endlich die Souveränität und territoriale Integrität des Landes zu respektieren, der Drangsalierung und Vertreibung der nichtalbanischen Bevölkerung in Kosovo und Metohien Einhalt zu gebieten und der gesamten Bundesrepublik Jugoslawien schnelle Unterstützung bei der Überwindung der Folgen der NATO-Aggression sowie eine umfassende Kriegsentschädigung zu leisten.

Mit jedem Tag, an dem diese elementaren Forderungen missachtet werden, wächst das Schuldkonto der Regierenden der USA und ihrer Alliierten. Doch der Tag, an dem sie zur Verantwortung gezogen werden, wird kommen. Wir appellieren an alle Menschen guten Willens, unabhängig von ihren politischen, weltanschaulichen, religiösen Ansichten, dazu beizutragen und die weitere Vorbereitung der Tribunale über den NATO-Krieg gegen Jugoslawien zu unterstützen.

Common Declaration

of The European and the US American Preparatory Committees for

the International Tribunals concerning the NATO War against Yugoslavia

March 24, 2000 marks the first anniversary of the day the US-led North Atlantic Treaty Organization, with the participation of 18 member states, treacherously and brutally attacked the Federal Republic of Yugoslavia, in violation of the Charter of the United Nations and all basic norms of international law. Under the pretext of protecting human rights, the aggressors placed the lives of millions of inhabitants in danger and disregarded their fundamental human rights. Seventy-eight days and nights the gigantic NATO aerial armada bombarded cities and villages. These bombings killed and maimed thousands of women, men and children, destroyed a large part of the Yugoslavian infrastructure as well as its industrial foundation, poisoned the environment and set the country back many years in its development.

With the terror attacks against civilian targets, hospitals, schools, residential areas, television studios and transmitters, against the chemical industry, the electrical works and heating factories as well as with the deployment of internationally banned weapons such as 156 containers with approx. 35,000 cluster bombs as well as with munition using radioactive depleted uranium, the NATO committed a flagrant violation even of the laws of war.

All assertions that NATO waged this war for humanitarian reasons have been disproven through the aggression, that had been planned long in advance and prepared down to the minutest detail, by the barbaric way of waging the war as well as by the development in Kosovo and Metohija subsequent to this aggression: This includes the harassment, murder and the expulsion of the non-Albanian population as well as of those Albanians, who do not adhere to the objectives of the KLA, before the eyes of the KFOR NATO units. The objective of that war was the war itself, as a means of rendering the UN Security Council powerless, of replacing the equality of states in international law with the law of the jungle and of testing out and establishing the new NATO doctrine, which threatens world peace.

The war of aggression and the war crimes of NATO must not be allowed to go unpunished - for the sake of preventing new wars, for the sake of peace. These are the objectives of the International Tribunals that will be convened June 2nd and 3rd in Berlin and June 10th 2000 in New York. We want to contribute to the dissemination of the truth about the war and to having those liable civilian and military leaders of the USA, Germany, Great Britain, and the other NATO states brought to justice. The truth cannot be allowed to be hidden, nor the guilty to go with impunity.

NATO wreaked immense sorrow, suffering and destitution on the people of Yugoslavia. Through the destruction of industry and other economic assets alone, 600,000 people lost their work places and another 2.5 million their means of subsistence. As a result of the expulsions from Kosovo the number of refugees in Serbia - with its population of 10 million - has been raised to 1 million. The aged, the chronically ill and those traumatized by the war - including more than 300,000 children - are suffering particularly due to an enormous deficit in medicines and medical equipment created by sanctions and war devastation. The mortality rate has rapidly risen. Today, as a result of this war, in the heart of Europe, the population of a country, known for its heroic, costly and victorious struggle against the German Wehrmacht in the Second World War is being forced to struggle for its life. Rather than offering at least immediate humanitarian aide - let alone paying damages, and reparations - the NATO leaders, who claimed to be human rights warriors during the aggression, are maintaining the strangling sanctions against an entire people. Even worse: by demanding the overthrow of the present government - a demand in blatant violation of international law, and an unprecedented interference in the domestic affairs of a sovereign state not seen in Europe since 1945 - as prerequisite for the loosening of sanctions, an entire people is being held hostage and all considerations of fraternity and humanism disregarded. New conflicts are being provoked and Yugoslavia's territorial integrity is being further threatened.

In light of these and other obscured forms of the continued war against the Federal Republic of Yugoslavia, we emphatically demand that the NATO states immediately lift the illegal and inhumane sanctions against Yugoslavia, cease the interference in her domestic affairs, cease the discrimination against Yugoslavia in international relations, respect her sovereignty and territorial integrity, put a stop to the harassment and banishment of the non-Albanian population of Kosovo and Metohija, grant the whole of Yugoslavia rapid assistance in overcoming the sequels of the NATO aggression as well as the initiation of payment of comprehensive war damages.

The debt that the governments of the USA and its allies owe Yugoslavia grow with each passing day in which these fundamental demands are disregarded. But the day will come where these governments will be brought to justice. We appeal to all people of good will, regardless of their political, ideological, religious views to contribute to the advent of that day, and to help in the further preparation and support these tribunals concerning the NATO War against Yugoslavia.
